Colorado City Metropolitan District Unveils 2018 Budget

Colorado City Metropolitan District Manager David Valdez used the terms “draft, rough draft, initial review, and preliminary,” in describing the 2018 budget document during the public hearing held Tuesday evening at metro offices, 4497 Bent Brothers, Colorado City. The budget forecasts revenue of $1,036,100, expenditures of $983,631, and an ending balance of $293,977. Valdez told the board the budget contains no rate increases for water and sewer customers and no assumptions about the fate of ballot measures 5A (TABOR exemption) and 5B (Marijuana Excise Tax) currently under consideration by voters in the mail-in election.

By its nature, a budget is a revenue and spending plan based on the best information available at the time the document is generated. Moving forward, lots of factors will impact that “preliminary” plan such as voter approval of 5A and 5B which could result in a $200,000 to $600,000 infusion of revenue, Pueblo County property tax assessments, the settlement of a legal dispute over sewage treatment with the Town of Rye, and modest rate increases at Hollydot Golf Course.
