On the same evening the Board of Directors named current Walsenburg Mayor James Eccher the new district manager, they rolled out the 2019 budget in the first of two public hearings. The draft budget was developed by Interim District Manager Donny Scheid and Directors Harry Hochsteter and Bob Cook.

The 2019 budget includes modest increases for water, sewer, Hollydot Golf Course, and Parks and Recreation. All of the recommended increases are tied to an anticipated 7% increase in district provided health coverage for employees, a scheduled increase in minimum wage approved by voters in a previous election, and establishment of some contingency funding.

District campground rates are increasing by $10 per night ($15-25) for sites with electricity and $8 ($12- 20) for sites without electricity. Scheid noted the increased rates are still lower than those charged by Kampgrounds of America and San Isabel. Scheid hopes the additional revenue can be utilized to refurbish facilities at the campground and to expand the number of sites with electricity.
