The press release which was the basis for this claim mentions "discovered missing documents and financial discrepancies." No individuals were named in the press release.

The Pueblo County Sheriff's Department continues to investigate these irregularities. The New Mexico Attorney General's office continues to investigate missing funds from the Española Public Utilities Department. No charges have been filed as yet in connection with either investigation.
